Phil was one of the founding partners of German, Gallagher & Murtagh in 1980. Phil has substantial litigation experience in a wide variety of matters ranging from insurance coverage disputes, commercial litigation, automobile cases, premises and products liability claims and other personal injury suits. His knowledgeable and skillful handling of litigation matters has earned him wide-spread respect among clients and opposing counsel alike. Phil’s ability to understand and simplify complex legal, factual and medical issues has led to many successful results before judges and juries. Phil is admitted to practice in both Pennsylvania and New Jersey and has actively represented clients in federal and state courts in both jurisdictions.

     In recognition of Phil’s outstanding career in representing defendants in civil litigation matters, Phil was selected for membership in the International Association of Defense Counsel in 1999. Phil is also a member of the Pennsylvania Defense Institute and the Philadelphia Association of Defense Counsel. Phil lectures on various topics regarding litigation and insurance issues, and has served as a judge pro tem in the Philadelphia Court of Common Pleas. He is also the editor of the GGM newsletter, In Summation.

     Phil graduated from St. Joseph’s College (magna cum laude) in 1971 and then obtained his law degree from Georgetown University Law Center in 1974. While at Georgetown, Phil served as an editor of Law and Policy in International Business. Following graduation, he served as a law clerk to the Honorable Norman C. Roettger, United States District Judge for the Southern District of Florida.
